미국 대선이 1년 앞으로 다가왔다.

트럼프 대통령에 대한 탄핵 절차가 시작되면서 차기 대통령 선거의 방정식은 더 복잡해졌다.
이런 가운데 민주당의 엘리자베스 워런 후보가 주목받고 있다.

30일 발표된 CNN 의 여론 조사 결과에 따르면 민주당 대선 후보 선출 당원대회인 코커스 참가 의향이 있는 유권자들을 대상으로 한 여론조사에서 엘리자베스 워런 후보가 22%의 지지율로 1위에 올랐다. 그동안 줄곧 1위를 달려온 바이든 전 부통령에 대한 지지율은 20%에 거쳤다. 엘리자베스 워런이 바이든 후보를 앞지러 1위로 올라선 것은 이번이 처음이다. 엘리자베스 워런에 대한 지지율은 지난해 연말 출마선언을 했을 당시 2~3%에 비하면 몰라보게 오른 것이다. 엘리자베스 워런에 대한 지지율은 그때부터 꾸준히 올라 마침내 1위로 부상한 것이다.

엘리자베스 워런과 바이든을 뺀 다른 후보는 크게 뒤졌다. 버니 샌더스(버몬트) 상원의원이 11%, 피트 부티지지 인디애나주 사우스벤드 시장이 9%, 카멀라 해리스(캘리포니아) 상원의원이 6%로 중위권 그룹을 형성했다. 코리 부커(뉴저지) 상원의원과 에이미 클로버샤(미네소타) 상원의원은 3%에 그쳤다. 특히 주목할 대목은 엘리자베스 워런과 비슷한 성향으로 단일화 논의가 나오고 있는 버니 샌더스가 11%로 엘리자베스 워런에 크게 뒤졌다는 점이다. 샌더스의 상대적 부진은 진보 진영의 지지가 엘리자베스 워런 로의 단일화쪽으로 몰릴 가능성이 높아지고 있다. 샌더스 의원은 3월 25%, 6월 16%, 9월 11%로 계속 하락세를 타고 있다.

요즈음 미국 정가에서는 우크라이나 통화록으로 트럼프 대통령이 탄핵으로 몰린 이후 차기 대선에서의 정권교체 가능성에 베팅하는 여론이 높아졌다. 탄핵 사건으로 트럼프 대통령 뿐 아니라 민주당의 1위 주자였던 바이든도 동반 추락하고 있다. 도널드 트럼프 대통령이 우크라이나 대통령과의 통화에서 '바이든과 아들에 대한 의혹을 조사하라'고 압력을 넣었다는 의혹이 불거지면서 바이든과 그 아들에 대한 의혹도 동시에 증폭되고 있는 것이다.

엘리자베스 워런의 미국 영어이름은 Elizabeth Warren이다. 1949년 6월 22일 생이다. 올해 만 70세이다. 적지않은 나이이지만 트럼프 대통령이나 바이든 샌더스등보다는 상대적으로 젊다. 미국의 중남부 오클라호마주 오클라호마시티에서 태어났다, 휴스턴 대학에서 언어병리학과 청각학을 전공하고 럿거스 대 로스쿨을 거쳐 변호사 자격을 취득했다. 하버드 로스쿨에 교수로 재직하면서 파산법등을 강의했다. 상법분야에서 논문이 가장 많이 인용되는 법학자의 한 명이다. 법학자로서 소비자보호 운동에 앞장섰다. 소비자 재정 보호부의 제안과 창설에 큰 역할을 했다. 1997년 미국 의회가 설치한 파산조사위원회의 고문을 지냈다. 1998년에는 내셔널 로 저널이 선정한 '미국의 가장 영향력 있는 여성 법률가 50인'에 올랐다. 타임 100인에 선정되기도 했다.

정치적으로는 1983년에서 1989년까지 무소속이었다가 1989년에서 1996년 1월 미국 공화당 당적을 보유했다. 그러다가 그해 공화당 탈당을 하고 민주당으로 이적했다. 2008년 금융위기 당시 부실자산구제 프로그램을 주도한 부실관리위원회 고문을 역임했다. 오바마 행정부에서는 대통령 직속 고문과 재무부 특별 고문을 역임했다.
2012년 매사추세츠 주 상원의원 선거에 민주당 후보로 출마해 공화당 소속의 스콧 브라운 매사추세츠 주 상원의원을 꺾었다. 매사추세츠 주 최초로 여성 상원의원이 되었다.워런은 지금도 상원 현직 의원이다. 상원 노령화방지위원회와 상원 은행주거도시위원회, 상원 보건교육노동위원회 등 에 소속되어 있다.

워런은 지금 민주당 내 진보 세력의 상징으로 간주되고 있다. 2016년 대선에서도 출마 권유를 많이 받았으나 힐러리 클린턴과의 경선에 나서지않았다. 2016년 대선 선거인단 투표에서 힐러리 클린턴에게 투표하기로 돼있었던 선거인 중에 2명이 힐러리가 아닌 워런에게 투표하는 일까지 있었다.

워런은 2014년 자서전을 냈다. 그 자서전의 제목이 싸울 기회(A fighting Chance)이다. ‘흙수저’ 출신으로 하버드대 로스쿨 교수에 이르기까지 살아온 인생역정이 펼쳐진다. 이 자서전에는 싸움(fight)이란 단어가 무려 200회 넘게 나온다. 그만큼 강렬한 투사로서의 삶을 살아왔다. 어떠한 시련과 좌절에도 굴하지 않고 싸워 성취하는 싸움꾼으로서의 생을 묘사하고 있다. "그럼에도 불구하고, 워런은 주장했다"(Nevertheless, She Persisted)는 워런을 표현하는 대명사처럼 되었다. 워런은 최근에도 '이번 싸움은 우리의 싸움이다, (This Fight is Our Fight)라는 제목의 책을 펴냈다. 워런은 이 책에서 중산층이 몰락하고 불평등이 확대되는 미국의 현실을 고발하고 있다. 자본의 로비에 넘어가 대기업 편에 선 정부와 정치인들을 통렬하게 비판하고 있다.

워런의 2018년 12월31일 출마의 변에서 중산층 부활을 가장 중요한 화두로 내세웠다. 미국의 중산층이 공격받고 있다면서 부자와 대기업에 유리한 감세정책을 펴온 도널드 트럼프 대통령을 겨냥했다. 미국의 경제적 불평등과 싸워서 "모든 사람들을 위해 작동하는 미국을 만들겠다"고 선언했다. '미국을 다시 위대하게' 라는 트럼프에 맞서 '미국을 중산층의 나라로'라는 캐치프레이즈를 내걸었다. 특히 트럼프 대통령에 대해서는 "중산층을 몰락시킨 과도한 압박"으로 미국사회의 기회 균등은 사라져버렸고, 부유층의 책임은 너무도 줄어들었다"면서 "트럼프는 그 동안 미국이 잘못 돌아가고 있던 것의 최종적이고 가장 최근에 나온 극단적인 한 증상이다"라고 강조했다.

3년전 미국 대선에서 우리는 트럼프의 당선을 정확하게 예측해 내지못했다. 당시에 지명도가 훨씬 앞서 있었던 힐러리 클린턴의 당선 가능성을 너무 높게 보는 바람에 트럼프에 대해서는 상대적으로 무관심했다. 트럼프가 누구인지도 제대로 모른 상태에서 새 대통령을 맞았다. 그 바람에 외교에서나 경제협력에서나 많은 시행착오가 있었다.

미국 대선은 물론 아직도 1년이상 전개된다. 앞으로 바뀔 변수도 많다. 현재로서는 누가 당선된다고 장담하기에 이르다. 그래도 1등 주자에 대해서는 주목을 할 필요가 있다. 탄핵절차의 시작으로 정권교체의 가능성까지 거론되고 있는 만큼 민주당 1위로 나선 워런을 눈 여겨볼 필요가 있다.

Address skyrocketing prescription drug costs, including through the public manufacturing of generic drugs.

Elizabeth consistently reaches across the aisle to deliver wins for Massachusetts, making her one of the most effective members of the Senate. She helped secure $750 million in debt relief for students who were cheated by predatory, for-profit colleges, including 4,500 Massachusetts students and more than 28,000 students across the country. Elizabeth has also helped pass legislation to double federal funding for child care, make hearing aids available over the counter, reduce out-of-pocket costs for high school students enrolled in career and technical education programs, and put over $6 billion dollars in federal funding towards the fight against the opioid epidemic.

Elizabeth has used her platform to hold some of the nation’s largest corporations and most powerful government agencies accountable for fraud, waste, and abuse. In the wake of the fake accounts scandal at Wells Fargo, her relentless public pressure led to the resignation of two Wells Fargo CEOs, John Stumpf and his successor, Tim Sloan. Elizabeth also launched an investigation to hold Equifax accountable for a data breach that exposed the personal financial information of over 140 million customers and wrote legislation to keep it from happening again. Through her oversight work, she has exposed fraud and abuse perpetrated by Trump Administration officials, including at the Department of Education, Environmental Protection Agency, and Department of Defense, and has successfully overturned rules that harm consumers and students.

Before becoming the first woman ever elected to the Senate from Massachusetts in 2012, Elizabeth served as Chair of the Congressional Oversight Panel for the Troubled Asset Relief Program (TARP)—the oversight board set up in the aftermath of the financial crisis to protect taxpayers, hold Wall Street accountable, and help homeowners get back on their feet.

She is widely credited for the original thinking, political courage, and relentless persistence that led to the creation of the Consumer Financial Protection Bureau, which she helped stand up and has successfully protected millions of consumers from financial tricks and traps often hidden in mortgages, credit cards, and other financial products.

As a law professor for more than 30 years, Elizabeth taught courses on commercial law, contracts, and bankruptcy. She has written more than a hundred articles and eleven books, including four national best-sellers, This Fight Is Our Fight, A Fighting Chance, The Two-Income Trap, and All Your Worth.

Elizabeth learned first-hand about the economic pressures facing working families, growing up in a family she says was "on the ragged edge of the middle class." She got married at 19, and after graduating from college, started teaching in elementary school. Her first baby, a daughter Amelia, was born when Elizabeth was 22. When Amelia was two, Elizabeth started law school. Shortly after she graduated, her son Alex was born. Elizabeth hung out a shingle and practiced law out of her living room, but she soon returned to teaching.

Elizabeth is a graduate of the University of Houston and Rutgers School of Law. Elizabeth and her husband Bruce Mann have been married for 39 years and live in Cambridge, Massachusetts with their golden retriever, Bailey. They have three grandchildren.
